It gives me great pleasure to start my fourth state visit to Vietnam at the invitation of General Secretary of the Communist Party of Vietnam Central Committee Comrade Su Lin and Vietnamese President Comrade Leong Kiong. On the occasion of my arrival in Hanoi, I wish to extend, on behalf of the Communist Party of China, the Chinese government and the Chinese people, sincere greetings and best wishes to the brotherly Communist Party of Vietnam, the Vietnamese government and the Vietnamese people.

This year marks the 95th anniversary of the founding of the Communist Party of Vietnam, the 80th anniversary of the founding of Vietnam and the 50th anniversary of the liberation of the South. The Communist Party of Vietnam has united and led the Vietnamese people in advancing toward the "two centenary goals" of founding the Party and building a state. The living standards of the people have continued to improve, the international and regional influence has been continuously enhanced, and the socialist industrialization and modernization have made gratifying achievements. China is very pleased to see this. It is believed that under the strong leadership of the Central Committee of the Communist Party of Vietnam headed by Comrade Su Lin, Vietnam will surely follow the path of socialism in line with its national conditions, successfully complete all the tasks proposed by the 13th National Congress of the Communist Party of Vietnam, welcome the successful opening of the 14th National Congress of the Communist Party of Vietnam, and constantly open up new prospects for the cause of the Party and the country.

China and Vietnam are socialist neighbors linked by mountains and rivers and a community of shared future with strategic significance. During the remarkable years of fighting for national independence and liberation, the two sides fought side by side and supported each other, forging a profound friendship of "deep friendship, comrades and brothers". In exploring the path of socialism suited to their national conditions, the two sides have learned from each other and advanced hand in hand, showing the bright future of the socialist system to the world. During my state visit to Vietnam in 2023, the two sides announced the establishment of a strategic China-Vietnam community of shared future, ushering the relations between the two parties and two countries into a new stage.

This year marks the 75th anniversary of China-Vietnam diplomatic ties and the Year of People-to-people and Cultural Exchanges, ushering in new opportunities for the building of a China-Vietnam community with a shared future. Standing at a new starting point, China stands ready to work with Vietnam to stay true to the original aspiration of friendship, keep in mind our common mission and seize the opportunities of The Times to carry out cooperation at a higher level, in a wider scope and at a deeper level, so as to bring more benefits to the two peoples and to the region and the world at large. I look forward to taking this visit as an opportunity to have an in-depth exchange of views with Vietnamese leaders on the overall, strategic and directional issues of China-Vietnam relations between the two parties and countries, as well as international and regional issues of common interest, and jointly draw up a new blueprint for building a China-Vietnam community of shared future.

I wish the traditional friendship between China and Vietnam will be passed on from generation to generation and greater progress will be made in building a China-Vietnam community of shared future of strategic significance.
