The "Three new" economy is a general term for new industries, new business forms and new business models. It is a new industry, new technology, new products and new business model represented by the Internet, knowledge economy and high and new technology, and takes meeting the needs of consumers as the core. Fundamentally speaking, the emergence of the "three new" economy is mainly due to the advancement of the information technology revolution, and is an important representative of the new quality of productivity. It shows the characteristics of high technology, high efficiency and high quality, and is led by innovation. It has strategic significance for the upgrading of industrial structure, the optimization of demand structure and the improvement of income distribution structure, and continues to inject new momentum for promoting high-quality development. It is necessary to fully understand the importance and urgency of promoting the innovative development of the new economy, remove the institutional obstacles that restrict the development of the new economy, and support the sustainable and healthy development of the "three new" economy with the advantages of the economic system that organically combines the effective market and the government.
We will accelerate the formation of an institutional environment that encourages the development of the "three new" economies. The "Decision of the Central Committee of the Communist Party of China on Further Comprehensively Deepening Reform and Promoting Chinese-style Modernization" (hereinafter referred to as the "Decision") stressed that "improving the market access system and optimizing the market access environment for new business forms and new areas." To better stimulate the vitality and creativity of the new economy, we need to foster an institutional environment conducive to the development of new forms and models of business. We need to coordinate reforms in finance, taxation, international trade, human resources, and property rights, and foster a world-class market-oriented and law-based business environment and institutional environment. We will encourage new economy enterprises to play a big role in scientific and technological innovation, international competition, job creation and development leadership. It is necessary to maintain the consistency of policy orientation in improving the basic system of market economy such as property rights protection, market access, fair competition, and social credit. We will improve market access conditions, reduce compliance costs for new economy enterprises, facilitate the registration of business entities related to the new economy, make industry access permits efficient, and ensure precise service guarantees. We will focus on new issues and requirements in the integration of data and real development, speed up the improvement of the property rights system for data elements, the mechanism for participation in the distribution of factor contributions, and the intellectual property protection system, and fully stimulate the innovation vitality of all entities. Such as exploring and solving the benefits distribution and regulatory system needs caused by the separation of ownership and use rights of means of production in the sharing economy, and responding to the intellectual property protection issues of the generated content in the field of artificial intelligence creation. In addition, we need to continue to make efforts in supporting policy support and building an innovative ecosystem to support the healthy development of new business forms and models. Establish and improve the "three new" economic accounting system. We should focus on strengthening the integration coverage of new economy and new fields, further optimize the theory and method of new economy accounting, and improve the statistical index accounting system that supports high-quality development. We will improve the national economic accounting system, study ways and methods to incorporate new activities such as digital and environment into national economic accounting, explore the value accounting of digital products and ecological products based on the value of factors and their input-output efficiency, and improve statistical accounting in the fields of digital economy, "three new" economy, and producer services. We will improve the statistical indicator system for new industries and new forms of business, enrich statistical indicators related to future industries, improve indicators reflecting the Internet economy, artificial intelligence, e-commerce and other aspects, and increase statistical indicators reflecting the development of modern service industries and industrial digitalization and digital industrialization. It is necessary to improve the statistical indicator system in the field of people's livelihood, and refine statistical indicators related to employment, population, education, and social security in accordance with the characteristics of the whole process of production, distribution, and use of products and services in emerging economic forms. At the same time, we will study new economic governance measures such as the imposition of digital taxes in foreign countries, and introduce tax systems that are compatible with new forms of business at an appropriate time.
Optimize the regulatory system adapted to the "three new" economic development. Due to new technologies, wide platforms, many subjects involved and heavy market discourse power, the new economy is very easy to cause cross-regional, cross-industry and transnational regulatory problems. China's current regulatory mechanism for new business forms and new fields is not perfect enough, and the regulatory laws and regulations, methods and means, coordination and other aspects lag behind. We must balance the vitality of the new economy with the order, development and norms, and achieve the unity of promoting development and regulating norms. We will further introduce relevant laws and regulations, improve the whole-chain supervision system before and after events, consolidate the all-dimensional, multi-level and multidimensional supervision system, prevent regulatory loopholes, improve regulatory effectiveness, and strive to create a market environment of fair competition. It is necessary to build a new regulatory mechanism around the outstanding characteristics, key links, and potential problems of the development of the new economy, balance the interests of platform practitioners and consumers, and improve the development and management mechanism of generative artificial intelligence. Deepen the normal long-term supervision of the platform economy, strengthen the anti-monopoly and anti-unfair competition governance, restrain the disorderly expansion of platform capital, improve the technical capabilities of relevant departments to conduct data security governance, regulate data abuse and algorithm monopoly, and adhere to "zero tolerance" for platform business activities that violate laws and regulations and touch the bottom line. It is necessary to actively participate in international cooperation on the digital economy, improve the multilateral digital economy governance mechanism, and enhance the level of cross-sectoral, cross-level, cross-regional and cross-country coordinated regulation in the new economy.
We will support and standardize new forms of employment. The new employment pattern is the working pattern that appears with the application of Internet technology and the development of digital economy. The new industry and new industry situation must cultivate and generate the new employment pattern. The new job opportunities generated by social e-commerce, gig economy and platform economy, on the one hand, expand the employment channels of key rural groups, on the other hand, optimize the supply and demand structure of urban employment, and help promote high-quality full employment. Compared with traditional forms of employment, it has the outstanding characteristics of more efficient allocation of labor resources, more diversified organizational methods, more flexible work modes, and more equal employment relations. On the basis of the Guiding Opinions on Safeguarding the Labor Security Rights and Interests of Workers with New Employment Forms and the Guidelines on Protecting the Rest and Labor Remuneration Rights and Interests of Workers with New Employment Forms, further refine the documents supporting new employment forms, introduce relevant norms or industry standards, and classify and clarify the employment methods and employment forms of workers with different employment forms. We will ensure that the rights and responsibilities of both sides are clearly defined and justified. We will improve the employment public service system, accelerate the establishment of vocational skills training models suitable for workers in new employment forms, adhere to the combination of independent choice and guarantee training, set up special Windows for labor rights protection and management services, and attract, organize, and stabilize employment groups on various platforms through trade unions.
Strengthen the party building of new economic organizations. The "Decision" pointed out that to explore effective ways to strengthen the party building of new economic organizations, new social organizations, and new employment groups, and deepen the reform of the party building system.
