The modern industrial system is the material and technological foundation of a modern country, and the modernization of the industrial system is the core of modernization and the key factor that determines the rise and fall of a great power. The first meeting of the 20th Financial and Economic Commission of the CPC Central Committee stressed: "Accelerating the construction of a modern industrial system supported by the real economy is related to our strategic initiative in future development and international competition. It is necessary to grasp the wave of new scientific and technological revolution such as artificial intelligence, adapt to the requirements of harmonious coexistence between man and nature, maintain and enhance the advantages of a complete industrial system and strong supporting capacity, efficiently gather global innovation factors, promote industrial intelligence, green and integrated, and build a modern industrial system with integrity, advanced nature and safety." Efforts to build a modern industrial system will run through the whole process of promoting Chinese-style modernization. We must speed up the development of new quality productive forces, fully stimulate the vitality of business entities, break through a number of key technologies that are both "sky-high" and "land-based", and promote high-quality and efficient development of industries.

Promoting industrial intelligence, green and integration is an inevitable requirement for building a modern industrial system. The development of industrial intelligence is related to the success or failure of international competition in the future, and a new round of scientific and technological revolution and industrial reform have caused profound changes in the way of human production and life, and the field of intelligent technology has become a new hot spot for countries to compete to invest in. To build a modern industrial system, it is necessary to promote industrial intelligence, develop emerging industries, and use intelligent technology to promote traditional industries to improve quality, reduce cost and increase efficiency. Greening is one of the basic characteristics of a modern industrial system. To build a modern industrial system, we need to develop green economy, green technology and green industry, promote carbon reduction, pollution reduction, green expansion and growth in a coordinated manner, continuously enhance low-carbon competitiveness, and promote the green transformation and development of the economy and society. Integration is an inevitable requirement for improving the overall efficiency of the industrial system. To build a modern industrial system, we need to pay attention to promoting the integrated development of industries, forming an industrial development pattern with detailed division of labor and collaborative cooperation, while promoting the deep integration of modern service industries with advanced manufacturing industries, and promoting the development of manufacturing industries to extend to the high-end of the value chain. Modern industrial system is a complex ecosystem with organic links and complementary functions. China has complete industrial categories and huge industrial system. Adhering to the integrity of industrial development is conducive to enhancing and giving play to the advantages of a complete industrial system and strong supporting capacity, which can effectively meet the needs of national economic development and further promote high-quality economic and social development. At present, China is still missing in some high-tech subdivisions, to consolidate the traditional advantages of the field at the same time, speed up these shortcomings, and constantly improve the integrity of the industrial system. Adhering to the advanced nature of industrial development is conducive to efficiently gathering global innovation elements and independently expanding the new industrial track. Countries that master major scientific and technological achievements and strategic pillar industries are in a leading position in the competition of comprehensive national strength. We must maintain that science and technology are the primary productive forces, carry out independent innovation, and create new drivers and advantages for development. Adhering to the safety of industrial development is conducive to realizing the autonomy and control of important industrial chains, ensuring the smooth circulation of the national economy, and providing strategic support for coping with various risks and challenges. We must be more aware of potential dangers, adhere to the bottom line thinking, target new technologies, actively cultivate and develop emerging industries, overcome major scientific and technological problems, and constantly improve the resilience and security of industrial chains and supply chains. Integrity, advanced nature, and safety complement each other, and we should promote the whole and work together to promote the industry to a new level of high-quality development.

To build a modern industrial system, we must continue to make efforts from three aspects: promoting transformation, strengthening advantages and increasing power.

First, we promoted the transformation and upgrading of traditional industries. The manufacturing industry is the cornerstone of the national economy and is crucial to the construction of a modern industrial system. We must seize the "bull's tail" of the manufacturing industry, promote high-end, intelligent, and green development of the industry, rely on technological progress and innovation, artificial intelligence, the Internet of things, cloud computing, big data and other new generation of information technology deeply integrated with the traditional manufacturing industry, actively yet prudently promote energy conservation and carbon reduction technology in key areas, and promote the transformation and upgrading of the traditional manufacturing industry. We will gradually optimize and upgrade the industrial structure and promote green economic and social transformation.

Second, we will consolidate our leading position in competitive industries. Industrial development is a process of iteration of the old and the new. No country can maintain its leading edge in all industries. It needs to make full use of its factor endowment, vigorously develop industries with the most competitive advantages, and participate in the division of labor in the global industrial chain. Many industries in China have strong international competitiveness, for example, in 2022, the output of industrial robots reached 443,000 sets, and the total new installed capacity accounted for more than 50% of the world; Photovoltaic modules, wind turbines and other key components of clean energy equipment accounted for 70% of the global market share; The annual sales of new energy vehicles have ranked first in the world for many consecutive years, accounting for more than a quarter of the total sales of new vehicles. In the future, it is necessary to further consolidate the leading position of advantageous industries, promote the extension of advantageous industries, drive other industries to create new competitive advantages, let traditional industries "old trees grow new buds", and build a coordinated development mechanism of the industrial chain, so as to promote the deep integration of the innovation chain and the industrial chain, accelerate the breakthrough of a number of key core technologies, and make good use of the advantages of the ultra-large scale market. We will integrate the strategy of expanding domestic demand with the strategy of innovation-driven development, and support the iterative optimization and upgrading of new products and technologies in the large domestic market.

Third, we will strengthen the internal impetus for industrial innovation. The cross-integration of new generation information technology, biotechnology, new energy technology and new material technology has triggered a new round of scientific and technological revolution and industrial transformation, and innovation is the primary driving force for development. In 2022, the added value of strategic emerging industries such as next-generation information technology and high-end equipment will account for more than 13 percent of China's GDP. We should fully implement the strategy of innovation-driven development, increase the internal driving force for industrial innovation, promote the development of integrated clusters of strategic emerging industries, take data as a key element, modern information networks as an important carrier, and technological integration as a means of innovation, and foster new forms of business, new models, and new industries. We will deepen the integration of digital technologies with the real economy, vigorously develop emerging industries such as new materials, biomedicine, electronic information, energy conservation and environmental protection, and create more new drivers and growth areas. We will make comprehensive use of new technologies, new processes and new equipment, explore new business models, and provide a steady stream of internal impetus for building a modern industrial system.
