Developing new quality productive forces is an inherent requirement and an important focus for promoting high-quality development. The "Decision" of the Third Plenary Session of the 20th CPC Central Committee put forward "improving the system and mechanism for developing new quality productive forces according to local conditions" and made important arrangements. The basic connotation of the new quality productivity is the leap of workers, labor materials, labor objects and their optimal combinations. From the perspective of workers, a new type of knowledge-based, skilled and creative workforce is growing. Some of them can contribute to disruptive and breakthrough technological innovation, and some are skilled in using new means of production and new tools of production. From the perspective of labor data, the integration and application of a new generation of information technology, advanced manufacturing technology, and new material technology has spawned a new type of production tools that are more low-carbon and intelligent, and make production activities appear unmanned, visual, networked, and intelligent. From the perspective of the object of labor, the in-depth development of the scientific and technological revolution and industrial change has not only expanded the spatial scope of the means of production to a broader field such as deep space, deep sea and deep earth, but also broadened the types of the means of production, and a large number of new man-made materials and synthetic materials have been developed and transformed into the object of labor. At the same time, the allocation and combination of production factors have also achieved a jump, promoting the vigorous development of new productive forces. Industry is an important carrier of productivity development. Developing new quality productive forces requires accelerating the transformation and upgrading of traditional industries, actively developing strategic emerging industries, and laying out future industries. We must implement the spirit of the Third Plenary Session of the 20th CPC Central Committee, seize industry as an important carrier for the development of productive forces, further promote revolutionary technological breakthroughs, innovative allocation of production factors, and in-depth industrial transformation and upgrading, build a modern industrial system, and strive to develop new quality productive forces characterized by high technology, high efficiency, and high quality.

We will accelerate the transformation and upgrading of traditional industries. The traditional industry is relatively large in the manufacturing industry of our country, and it is the base of the modern industrial system. In recent years, with the accelerated innovation of new technologies such as big data, cloud computing, artificial intelligence, blockchain, and the Internet of Things, as well as the expansion of the coverage of new infrastructure and the reduction of the cost of use, China's traditional industries have achieved remarkable results in transformation and upgrading, and have become an important engine leading high-quality development. Traditional industries are not backward productive forces, and through technological innovation, traditional industries can glow with new vitality and become an important part of new quality productive forces. To this end, we must lead the optimization and upgrading of traditional industries with the improvement of national standards, and support enterprises to transform and upgrade traditional industries with digital intelligence technology and green technology. At the same time, we will strengthen institutional constraints on environmental protection and safety, and promote technological transformation, improved consumption and smooth circulation.

Seize the development highland of strategic emerging industries. Strategic emerging industries, with their intensive knowledge and technology, large growth potential and good comprehensive benefits, are the main positions for the formation of new quality productivity. In recent years, China's strategic emerging industries have developed vigorously, but they also face problems and challenges such as weak core technology foundation and lack of talents urgently needed by the industry. To this end, we need to improve the policies and governance systems that promote the development of strategic industries such as next-generation information technology, artificial intelligence, aerospace, new energy, new materials, high-end equipment, biomedicine, and quantum science and technology, strive to enhance the basic capacity of industries, promote the ecological development of strategic emerging industries, and guide the healthy and orderly development of emerging industries. Actively seize the development highland of emerging industries, and promote the development and growth of more strategic emerging industries as pillar industries.

Driven by cutting-edge scientific and technological innovation, the future industry is currently in the embryonic stage or the early stage of industrialization, and has huge development potential in the future, and is the most active force in the change of the global innovation landscape and economic pattern.
