Recently, the State-owned Assets Supervision and Administration Commission of the State Council carried out the layout construction of the second batch of original technology hubs of central enterprises, supporting 40 central enterprises to lay out 52 original technology hubs in 36 fields such as quantum information, brain-like intelligence, and biological manufacturing. After two batches of layout, a total of 58 central enterprises undertook the construction of 97 original technology sources.

What is the "source of original technology"? How exactly should it be built? In February 2022, the 24th meeting of the Commission for Deepening Overall Reform of the CPC Central Committee deliberated and adopted the Guiding Opinions on Promoting State-owned Enterprises to Build Original Technology Hubs. Xi Jinping General secretary stressed: "Improve the state-owned enterprises original technology demand traction, source supply, resource allocation, transformation and application capabilities, to create the source of original technology."

In March 2022, the Science and Technology Innovation Bureau of the State-owned Assets Supervision and Administration Commission of the State Council was formally established, and the first batch of 29 "key support" original technology source enterprises were selected for trial. After a period of accumulation and exploration, central enterprises have formed some experiences in creating original technology sources.

We will strengthen basic research and applied basic research in a strategic direction. The Chinese Space station traveled to the sky, the "Tianwen 1" explored Mars, and the maglev train flew "close to the ground"... Central enterprises to vigorously carry out key core technology research, help China's modern industrial system gradually crack the "lack of basis and less nuclear" problem.

We will improve the innovation ecosystem and the mode of industry-university-research cooperation. China Building Materials to build new materials industry innovation and development alliance, attracted many industry leaders and universities; China Huaneng innovation research and development cooperation model, the establishment of the first 1 billion yuan scale science and technology innovation fund, the formation of 650 degrees Celsius high temperature materials and other four innovation consortiums... In recent years, central enterprises have made continuous efforts to cultivate and optimize innovation ecology by gathering innovation elements, deepening innovation collaboration, promoting achievement transformation, and optimizing innovation ecology.

We will cultivate innovative talents and create a fertile land where the vitality of outstanding talents can flourish. The research and development of key common technologies and core technologies will be carried out by "revealing the list and taking the lead", and the researchers who "reveal the list" are not subject to the threshold restrictions such as position, rank, title, etc. Establish a variety of research and development funding sources such as innovation funds and research incentive grants... Central enterprises continue to innovate mechanisms, and strive to cultivate, introduce and make good use of leading scientific and technological talents, excellent engineers and high-level innovation teams.

On the basis of summarizing the achievements of the construction of the first batch of central enterprises' original technology sources, combined with the new trends of scientific and technological innovation and industrial development, strategic emerging industries and new needs of future industrial development, the State-owned Assets Supervision and Administration Commission of the State Council launched the layout construction of the second batch of central enterprises' original technology sources. At this point, the central enterprises have optimized the overall layout of the source area of 201 directions in 60 fields in 8 categories. According to the optimized layout, the second batch of central enterprises' original technology sources are more prominent in serving the national strategic needs, more prominent in the layout of cutting-edge disruptive technologies, and more prominent in promoting industrial innovation with scientific and technological innovation.

In the next step, the State-owned Assets Supervision and Administration Commission of the State Council will promote the central enterprises to increase the construction of the first and second batches of source areas, accelerate the construction of the "encouragement and attention category" source areas in combination with the actual implementation of the 11 action plans such as "strengthening applied basic research", and strive to achieve a number of original results in the fields of quantum information, 6G, deep earth and deep sea, controlled nuclear fusion, and cutting-edge materials. We will encourage central government enterprises to continuously improve the innovation system, enhance their innovation capacity, stimulate their innovation vitality, and accelerate the development of new quality productive forces.
